VPAP Reports Record Voter Turnout for Off-Off Year Election

VPAP estimates 43 percent of Virginia voters cast ballots last week, turnout that looked more like a gubernatorial election than an off-off year election. In fact, turnout on Nov. 5 was more than one-third higher than it was in 2015, the last year all 140 legislative seats were on the ballot.
