The budget is also leverage for the Republicans. The whole spat over expansion will come down to who blinks first on spending. But you already knew that.
When we get to the blinking stage is anyone’s guess, and there are plenty of theories on how this plays out. The early line is that the GOP may be quite happy to let the Democrats stew into May. Or beyond. That’s risky, but local governments are already getting restless about state funding for the coming biennium. And many of them have to have their budgets in place long before the state does.
