The bill will provide that the itemized contemplated expenditures in a local budget shall include any discretionary funds to be designated by individual members of the governing body and the specific uses planned for those funds at the time the budget passes, not something that can be done ad hoc after the budget passes. “If the Supervisors feel that they have a special project they want to do, put it in front of the people at the time the budget passes when folks are focused on the process”, Lingamfelter said.
“I don’t think it’s right to provide politicians with money that they can hand out or expend on just about anything they want”, said Lingamfelter. “While I know they have to put each item before the board for a vote, most times this is just a formality. A more disciplined approach is required”, he added.
Lingamfelter does not think there is any legal wrong-doing associated with what has transpired thus far in Prince William but feels that the current system is inappropriate. “Frankly, the current system smells bad”, said Lingamfelter.
Lingamfelter also noted that in recent years, even the State has tightened up on its appropriations process with respect to non-state agencies. “I was glad that Attorney General Ken Cuccinelli opined two years ago that an appropriation at the state level to non-state agencies was not proper. That was a good call. Citizens want accountability when it comes to their tax money”, Lingamfelter concluded.
I’m glad that Lingamfelter is taking on the horrific schematic included in virtually all local budgets of local tax dollars being gifted to non-profits and other charities — often times friends of the courthouse establishment in 134 localities across the Commonwealth. The practice should end, both in Richmond and her localities… and I’m very glad to see Del. Scott Lingamfelter pick up the marshal’s baton on this issue.
