Republican Daniel “Dan” Moy, chairman of the Republican Party of Charlottesville [1], announced Monday that he is a candidate for Virginia’s Fifth Congressional Republican District. His press release is below.
Moy, a retired Air Force colonel with 27 years of active duty service, moved to Charlottesville after retirement where he and his wife Kellie settled and are raising their sons Caleb and Titus. He has been a lecturer at the University of Virginia’s Frank Batten School of Leadership and Public Policy, and brings extensive military experience to his candidacy.
During Virginia’s 2021 gubernatorial campaign, Moy served as Governor Glenn Youngkin’s Regional Veteran’s Coalition Director.
Education
Dan Moy recently earned his master’s degree in public administration from the Harvard Kennedy School of Government [2] and is a 2019 graduate of Lead Virginia [3]’s public service program, joining the ranks of other community and business leaders across the commonwealth with a commitment to promoting social capital, civic engagement, and practical problem solving.
He earned a Doctor of Philosophy in History in 2012 and Master of Arts in History in 1998, both from the University of Oklahoma. In 1988 he graduated from the University of California in Irvine with a Bachelor of Arts in History and Philosophy.
Colonel Moy is the author of a forthcoming book on the ideological and political origins of the American Revolution. He is a graduate of the Joint Forces Staff College, the West Point Seminar in Military History, and the George C. Marshall Center’s “Leaders for the 21st Century” international security studies program.
Background
When Moy retired from the U.S. Air Force in 2016, he had 27 years of experience in operations and policy experience specializing in national and international security operations, strategic partnerships, and the defense acquisition, planning, and budgeting process. He had advised top Pentagon leaders, was assistant to the Vice Chairman of the Joint Chiefs, and served as Deputy Military Advisor to the U.S. Ambassador to the United Nations.
Among his many leadership assignments, Moy commanded counterinsurgency operations in Afghanistan, served as Deputy Military Advisor to the U.S. Ambassador to the United Nations, and led the Secretary of the Air Force acquisition portfolio for command and control and unmanned aerial systems as Deputy Director for Information Dominance. His expertise extends to counterterrorism, cyber, and unmanned intelligence, surveillance and reconnaissance systems, policies, and programs.
Military commission
Dan Moy received his military commission in 1989 through Officer Training School in San Antonio, Texas, and is a career Air Force Navigator with over 4,000 flying hours in the RC-135 “Rivet Joint” and E-3A “AWACS.”
Military service
From 2002-2005 Moy served as an Associate Professor at the U.S. Air Force Academy in Colorado Springs, mentoring future Air Force leaders while instructing courses in military history, ancient warfare, the Holocaust, and the history of Christianity.
In conjunction with his contributions to officer training, Moy was one of ten service academy instructors selected to author the Chairman of the Joint Staff’s updated handbook on the profession of arms and leadership, The Armed Forces Officer.
From 2005-2008 Moy was assigned to the Joint Staff at the Pentagon where he served as the Deputy Executive Assistant for two Vice Chairmen of the Joint Chiefs of Staff. During that period, he served as special briefer for airborne reconnaissance operations to then Secretary of Defense, Donald H. Rumsfeld, and led the Reconnaissance Operations Division as Assistant Division Chief.
From 2008 to 2009, Colonel Moy commanded an Afghanistan Provincial Reconstruction Team under the U.S. Army’s 101st Airborne Division. His specialized team, consisting of 100 Army, Air Force, National Guard, interagency, and Afghan personnel, worked with the Afghan government, tribal leaders, and United Nations field representatives to formulate and implement an integrated civil-military strategy for development, governance, and counterinsurgency initiatives in the Pakistan border region.
In 2009, Moy was assigned to the Military Staff Committee at the U.S. Mission to the United Nations in New York for three years where he served as the Deputy Military Advisor to the then U.S. Ambassador and Permanent Representative to the United Nations. His leadership was instrumental in furthering U.S. multilateral engagement and policy priorities for international peacekeeping operations, protection of civilians, and mass atrocity prevention.
During his last Air Force assignment, Colonel Moy served as Division Chief and Deputy Director for the Assistant Secretary’s Information Dominance Directorate in the Pentagon from 2012-2016. As deputy for the civilian 2-star senior executive, he led a team of 80 civilian and military personnel and managed a $63 billion acquisition portfolio including over 70 command and control, cyber, and reconnaissance programs, along with advanced aerial systems and sensors delivering essential warfighting capability to the combatant commands.
Leadership recognition
He is a recipient of the Legion of Merit [4], awarded to those in key positions or responsibility for exceptionally meritorious conduct in the performance of outstanding services and achievements the Defense; Superior Service Medal [5], awarded to United States Armed Forces service members who perform superior meritorious service in a position of significant responsibility; and the Bronze Star [6], awarded to members of the United States Armed Forces for either heroic achievement, heroic service, meritorious achievement, or meritorious service in a combat zone.
The redistricted Fifth
Incumbent Rep. Bob Good, currently in his first term, has announced he will run for re-election [7].
The newly redistricted Fifth District [8] is made up of Louisa, Fluvanna, Goochland, Buckingham, Nelson, Amherst, Campbell, Appomattox, Prince Edward, Cumberland, Amelia, Nottoway, Charlotte, Lunenburg, Pittsylvania, Halifax, and Mecklenburg counties, and parts of Albemarle, Bedford, Hanover, and Powhatan, as well as the cities of Charlottesville, Lynchburg, and Danville. It is R+14.
