An Update from the 21st House District Primary

Republican Delegate Ron Villanueva (HOD-21) is used to having to fight off Democrats for his seat in the blue-hued 21st House District, having won it by just 14 votes in 2009.

Since then, the district has been targeted by Democrats without coming nearly as close, losing by at least nine points each cycle. Hillary Clinton’s success in the district in 2016 has emboldened Democrat efforts there, and Villanueva is certain to face a more well-financed opponent than he has in the last couple of elections as soon as the Democrats sort out their own primary, and the state party (and out-of-state money) gets involved.

Villanueva is also the only Virginia Beach Republican who faces a primary challenger: Chesapeake’s Bill Haley. If Haley’s name sounds familiar, it’s due to the fact that he’s run against Republican Senator John Cosgrove (Senate District 14) twice.

Haley’s positions are essentially your textbook conservative views: pro-life, in favor of school choice, smaller government, etc. In terms of the 2nd Amendment, Villanueva boasts the NRA’s endorsement and an A rating from the organization, while Haley’s endorsed by VCDL. The National Association for Gun Rights also supports Haley, but they are despicably circulating false information online in a grotesque flyer which states that, “As Delegate, Ron Villanueva voted to kill the Firearms Protection Act, which would’ve blocked Obama’s radical anti-gun agenda.” It then cites “HB 2350” in the 2013 General Assembly session.

Unfortunately for NAGR, a quick review of the Virginia Legislative Information System reveals that no such bill existed in the 2013 session. Simply put, the National Association for Gun Rights is spreading a boldfaced lie about a bill which didn’t even exist, and they should be ashamed of themselves for such a dirty and unscrupulous act.

In all honesty, I’ve known both candidates for a couple of years now. Haley, while I know he is a man of great faith and someone who I consider to be a good person in general, would do well to explain why he persists in running against Republicans for General Assembly seats instead of trying to beat Democrats in local races in Chesapeake, which is a crucial municipality for the GOP statewide. Given his evident passion for conservative causes, he could be doing far more good in advancing those views by helping build the local party there.

What’s more, Haley’s decision to challenge Villanueva from the right in a district that Hillary Clinton carried by a healthy margin against Donald Trump is perplexing, to say the least. Even if he somehow overcame Villanueva’s nearly 10:1 cash advantage and pulled off what would be nothing short of a stunning upset, it’s tough to see how he’d succeed in November, given the dynamics described previously in this article.

Indeed, Haley hasn’t done much to generate goodwill with Republican Party units in the area, seeing as he’s now become a perennial challenger to Republican incumbents as discussed above. He recently attended a Virginia Beach GOP meeting and spent his allotted time speaking negatively about Villanueva rather than describing instead why voters should support his candidacy.

In the current political climate, the last thing we as conservatives and Republicans need is to be fighting battles on multiple fronts. This November, Virginia will be center stage in the world of politics in the United States, though New Jersey has what is likely to be an noncompetitive race for governor with Gov. Christie term-limited out with low approval ratings and the state being bright blue for decades as it is.

What happens in Virginia in terms of the statewide races and General Assembly elections will echo into 2018 and beyond, and every seat will be critical to hold. Villanueva has the experience and the fundraising ability to weather a storm in a tough district like the 21st. Haley does not.
