Just in case you may have missed it over the weekend, another chapter in the UVA Slush Fund scandal continues to be written, this time with a remarkable letter in the Richmond Times-Dispatch from State Senator Chap Petersen outlining the core problem:

The real answer is the ability of colleges and universities — even public universities — to monetize their reputations by marking up tuition beyond its actual cost. At U.Va., these excess revenues have created a $2.3 billion “strategic investment fund,” an amount triple the operating reserve of the commonwealth.

The rising tide of wealth raises the obvious question: If a state university can create a surplus by virtue of its “reputation” then who actually owns that money?

Here’s a well-kept secret: The university’s “brand” does not belong to its administration or its faculty. It is owned by the state taxpayers, who also own the real property and academic buildings. Yet they get no recognition. Indeed, lawmakers are constantly told that the university succeeds despite the commonwealth.
