Yesterday questions emerged about whether or not GXS’s in-kind contribution to RPV violated FEC rules [1]. But a review of FEC filings shows no record for RPV receiving the in-kind contribution on their federal account in either their original [2] or amended [3] filing.
Initially RPV failed to claim any in-kind filing in their state report covering 7/1-9/30/2008 [4]. In an amended filing RPV claimed an in-kind contribution of $17,717 from GXS Strategies, Inc [5].

In an email from David Poole of VPAP he informs us that “the RPV file indicates it was created on 3/13/2009”. A full NINE DAYS after the SCC delivered [8] it’s letter of intent [9] to Jeff Frederick but just before he replied to the charges [10] and cited the in-kind contribution that did not exist until his job was on the line.
