Senator Newman is key architect behind the successful Uber compromise.

Uber and Lyft are app-based private companies providing transportation services for smart phone users. Last year, these companies were wrapped up in a controversy after refusing to comply with a cease and desist letter from Virginia officials. The Commonwealth later granted a temporary operating permit until the proper legal framework could be established to address such a unique service.

Given the threat that Uber presented to the taxi industry, possible safety concerns for its customers, and the lack of legal structure for such a creative service, the operation and regulation of these unique companies was a very passionate issue among many influential parties. Resolving this issue in a conservative manner took tremendous tact, and Senator Steve Newman (R-23), Chairman of the Senate Transportation Committee, masterfully brought everyone together for a solid compromise. The result of that compromise, SB1025 (as revised by the Committee),  awed DMV Commissioner Richard Holcomb, who stated that the revised bill was “model legislation for the country.”

The road to this agreement was not easy, and it required tremendous time and effort from everyone involved. Members of Newman’s staff claim he spent over 30 hours during the first part of this General Assembly Session working through this single piece of legislation. In fact, Newman has been meeting with representatives from the taxi industry, Uber, and DMV officials for the past several months in order to thoroughly prepare to address the issue in the Senate Transportation Committee. The final result was a compromise that allowed these new service companies to operate legally, while also providing for the safety of their customers and fairness in operation.

In a newsletter dated  January 23, Senator Newman stated, “[t]his is great example of private enterprise, not government, coming up with a way to provide transportation.” Further, this is a great example of government providing for a fair process in which private enterprise can flourish and create employment and additional income opportunities while ensuring safety for customers. In other words, it is a perfect of example of government building signs instead of roadblocks, thus paving an open road to a free and fair market.
