Uranium decision likely on hold until 2013

Yesterday, Gov. McDonnell asked the General Assembly to take no action until an on-site survey can be conducted by a multi-state agency working group, and, as of now, no bills to lift the moratorium on Uranium mining have been filed in the General Assembly.

“In order for an informed decision to be made by state lawmakers, we need more detailed information,” said McDonnell in a release. “Before we make any decisions about whether or not to proceed down the path to development, we must be certain that uranium mining can be conducted safely and responsibly. Public safety must be the primary factor in the ultimate determination as to whether to proceed with uranium mining.”

However, this also puts a pause on tapping into billions of dollars and creating hundreds of jobs.

But nothing is ever good enough for Democrats – who seem to be most in opposition to the development. Throwing further cold water on McDonnell’s overly-cautious step is state Sen. Creigh Deeds.

“The Governor is proposing that his agency heads look at ways to develop a regulatory scheme for mining of uranium in Virginia,” said Deeds. “It seems to me that the development of regulations is putting the cart before the horse. The development of a regulatory scheme is technical and will require a significant investment of time and resources. I am uncertain from where the resources will come to do the work.”

Once again, Virginia punts and our future remains in the ground for further study and reflection.

However, perhaps one more year of study and reflection is acceptable, provided the outcome is one where it is determined that there is acceptable risk and mining can advance.

“There are many reasons to support the mining of uranium in Virginia, if it can be shown through rigorous regulatory review that it can be done with minimal and acceptable risk to the environment and to public health,” wrote Dr. Robert Bodnar of Virginia Tech in the most recent Jefferson Policy Journal. “Most Americans enjoy the many benefits that mining and other types of resource extraction provide, and it is not morally or ethically acceptable for Americans to expect others to face potential risks and inconveniences associated with producing those resources if we are not also prepared to accept some of the risks ourselves.”

As this on-site study is sure to show, and as the National Academy of Sciences study has shown, there will be minimal risk associated with lifting the moratorium. But if we are to grow our economy, reduce dependence on unreliable foreign energy sources, and continue to make Virginia the “east coast energy capital of the United States,” as McDonnell promised in his 2009 campaign, then Uranium has to be part of the equation.
