Liveblogging the Islamic Saudi Academy Fairfax Co. Public Hearing

5.06pm: Currently seated in an auditorium of about 75 people in some awful nice chairs.  Sure don’t have anything like this in Fluvanna…

It appears as if there’s 15 people slated to speak against the ISA lease renewal.  The Fairfax BOS is currently going back and forth on cleanup items: trash pickup, etc.  There are some ISA students and faculty here, but I am not seeing the hundreds of people that showed up last year for the Planning Commission hearing.  Interesting…

5.09pm: Pat Herrity is around the horseshoe, as is Gerry Hyland and Mike Frey.

5.12pm:  More ISA supporters trickling in… this time, a row of about 6.

5.18pm: Debating whether or not they should allow private trash pickup compete with the county, multiple private firms pick up trash, etc…..

5.27pm: More ISA supporters trickling in, and I think I have a fan in the front row (probably not, but I waved anyhow).

5.31pm: Chairman Bulova is trying to move things along, without much help from her colleagues.  Pretty clear that Pat Herrity is a leader on the Fairfax BOS.

5.35pm:  Having solved the problems of sewer districts, Fairfax now moves along to spot blight abatement (i.e. properties that look bad).  Looking around the room, it appears as if a sizable fraction of the crowd is county staff, which immediately breaks after their issue is determined.  Which has one added advantage — the ability to discern who is here for the ISA hearing.  It’s not a packed room, but it’s pretty decent.

5.44pm:  Forget “spot blight abatement” — this HOA wants to tear down a guy’s house.  Wow.

5.52pm:  We’re about an hour behind schedule here in Fairfax.  Two spot blight abatement issues (of which we are on the first), two more issues, then the ISA lease comes up.  I’ll keep you posted on the play-by-play.  Jim and Andrea Lafferty are right behind me, other local (and national!) notables as well.

6.08pm: Supervisor John Foust is absolutely excoriating this property owner for not repairing his home.  Spot blight abatement passes 10-0.

6.23pm:  Another spot blight abatement, this time a burn home.

Now might be a good time to go over a bit of the history of the Islamic Saudi Academy.  From their website:

The Mission of the Islamic Saudi Academy is to enable students to excel academically while maintaining the values of Islam and proficiency with the Arabic language. The Academy endeavors to provide a caring, challenging and supportive learning environment where students can achieve their highest potential while exhibiting civic responsibility and multicultural appreciation.

The website does acknowledge ties to the Saudi government, though it does not touch on Wahabbism.  You can find out more here.

6.34pm:  More spot blight abatement!  We’re getting closer, folks.

6.37pm: Supervisor Hyland asks to defer a plot study… inching closer….

6.41pm:  Another area plan review… I promise, for as boring as this reads to you, the gentle reader, it is 10x worse for those behind the horseshoe.  It’s not that it’s not important — it’s terribly important stuff — but sometimes it grinds down into one instance of common sense after another.  Of course, that’s why they’re (*gulp* — we’re?) called “supervisors” and not representatives, delgates, justices (the old term for the BOS in Virginia), etc.

6.46pm:  I’m pretty much convinced the Fluvanna BOS needs to take a field trip to a Fairfax BOS meeting.

6.47pm:  ISA is up!  …and no!  Chairman Bulova delays the ISA hearing to get the rest of the docket cleared because of all the ISA speakers that have signed up.  A gentleman in the back of the hall asked if he could ask a question about that decision.  Bulova said no.

…and now the arguments.  The gentleman is very upset that he is not able to speak in the order of which they were mentioned.  Bulova allows him to come forward.

6.49pm: From Jerry O’Dell:  Article called “Democrats and Jihadists — A Love Affair”.  Jerry is sporting a nice Fimian sticker while speaking… and describes how one can find this article online in the Magazine of American Culture.  The most important thing in the article is that it names several members of the Fairfax BOS who took money from Arab terrorists.  The most significant political figure involved is Gerald Connolly, having taken over $10,000 from Arab terrorists in exchange, by impression, for accommodating the request of the ISA.  This current board was more than sympathetic to the request to expand the ISA, and hundreds of us will campaign against you.

Closed to (extended) applause.

Bulova warns about courteous responses from the office, and that lack of comment from the BOS is neither approval nor disagreement on the issue.

6.53pm:  Kyle Lampella, talking about saving Kingstowne Lakes… looks like Jerry was able to speak out of turn!

6.57pm:  No question the ISA is going to have a rough night.  This is an overwhelmingly anti-ISA lease renewal crowd in Fairfax tonight.

7.04pm: OK — onto the ISA hearing!

7.07pm: Jim Lafferty: Thank you for responding to my letter.  Chairman of the Virginia Anti-Shariah Taskforce, have spoken on many occasions on the lease of the ISA.  The way they structured these hearings, the BOS gets to speak after public comment.  First, Chairman Connolly introduced a man that was supposed to be an example of the high quality of the ISA.  This individual was arrested in June 2008 for failing to report an incident of child sexual abuse at the ISA.  The interesting point to make is that this person followed Shariah law — not Virginia law.  That’s why we don’t like ISA — it teaches by Shariah, and promotes Shariah.  Defines right according to religion and gender.  Muslim males are given higher precedence.  In America, everyone is equal.  From this sort of teaching flows sedition, and that’s what the ISA brings.  The Fairfax BOS is well aware of those who attend: photographing bridges and threatening to assassinate the President.  Get as tough with these people as you are with those who aren’t cleaning their front yards!  These are people who want to see Jews and Christians and Americans die; people who want to see a lot of us killed.  When Abe Lincoln spoke to Congress in 1862, he said “even we here bear the power and the responsibility.”  Tonight, the Fairfax BOS has the power to say no.  We believe the ISA is a threat to our community, capable of doing very bad things.  I would ask you to demonstrate the sort of toughness you demonstrated with these property owners.  Tell the ISA once and for all and those in the world who think the way the ISA thinks that there are Americans who are not going to take it.  When men and women are putting their lives on the line every day and night, it’s an outrage to think there are people walking the streets of America who preach these things.

7.13pm: Denise Lee:  What’s it going to take for the Fairfax BOS to do the will of the people, and not just those who are members of a special interest group with deep pockets?  What is it going to take for you guys to shut the school down?  Will the texts that say it’s OK to kill?  Met a former ISA teacher who is scared to death and is terrified that he will be put to death for what I am about to tell you.  He says it doesn’t matter if you remove what’s in the textbook.  The teachers at the ISA have the lessons down pat.  Children were singing songs of killing Christians.  When the teacher who was a Christian complained, the children responded that they would not kill him, but just all the other Christians.  Many are concerned the Fairfax BOS is selling out the community for money.  Connolly accused Lafferty of “hate mongering” even after it has been revealed Connolly received money from a Saudi communications firm.  Connolly also received donations from CAIR members and avid ISA proponents.  Yet the ISA got its lease renewed, and the majority of Fairfax were betrayed by their elected official.  Love it or hate it, the Tea Party movement is becoming a force to be reckoned with.  Tired of those who whine about their abuse but continue to rake in benefits from government.  We have asked politely to shut down the ISA, members of your board have ignored and even maligned us.  We’ve asked, implored, and begged.  Now we’re telling you.  We’re mad as hell, and we’re not going to take it anymore.

7.19pm:  Andrea Lafferty: Executive Director of the Traditional Values Coalition.  Asking the Fairfax BOS to deny the lease to the ISA.  The possibility that a Saudi operation would not be extremist is about the same as finding a McDonalds that would not sell a Big Mac.  The ISA operates daily under the principles of Shariah law.  It misguides the pupils into believing that they must violent repress in order to preserve their faith.  15 of the 19 terrorists at 9/11 cited their Muslim faith as reasons for executing the attacks.  Proven that the Saudi curriculum advocates violence, even to the point of demonstrating how to cut off the hands and feet of violators of Shariah law.  Would you allow this sort of thing in public schools?  At the first controversial hearing with the ISA, it was Connolly who called us slanderers.  Do you remember this?  Shariah law in action and in America, I am sickened and appalled by this.  Shame in Congressman Connolly for holding up this criminal.  Shame on the Fairfax BOS for giving cover to Shariah law.  Shame for your aggressive stance against us at the last public hearing.  Leasing property of the county is not a civil right.  Anti-American hatred, violence, and child abuse is not allowed.  As we heard tonight, you care about rats and broken windows.  Make a decision based on what the people want.  We oppose Shariah law being promoted in a building owned by the taxpayers.

7.24pm: John Cosgrove: Springfield’s native son, co-worker to two members of the military killed by terrorists at the Pentagon.  I am here to stand up against the baseless bullying of us for bringing up facts against the Saudi school.  Supervisor Gross, if you attempt to accuse us of slander, then demonstrate this or leave it be.  If you intend to compare this against your Catholic faith, then compare it and contrast it with examples.  Is there a member of Fairfax County Staff that celebrated an Al-Kuds (Jerusalem) Day, at the same time Connolly was taking money from foreign governments.  Since tonight seems to be about money, how’s about 12 pieces of silver?  (places 12 dimes and a nickel for Supervisor Hyland, leaves them at the podium).

7.28pm: Nina Shea: with a specific religious freedom foundation… specifically has reviewed the textbooks of the ISA.  Her reports can be found on the Hudson Institute website.  For the record, I support religious schools, but the ISA is different.  It would be irresponsible for any government authority to sponsor this school, and the Fairfax BOS should not extend the lease.  As recent as two years ago, textbooks advocated killing specific religious sects and preached jihad.  ISA’s accreditation is now under question and is up in the air, and is requesting their current curriculum to be open for study.  ISA also teaches that militant jihad is a sacred duty, not only against Jews, but against Shias.  After these reports came forward, ISA began using textbooks that were heavily redacted along with other material that is not publicly know.  What is ISA currently teaching in its textbooks?  We simply don’t know.  ISA currently is failing 5 of 7 areas of accreditation.  Written testimony has the facts for further review.

7.33pm: Robert Patrusek: The issue before this board is whether it will continue to rent this property to a foreign power who has played a dangerous two-faced game with this country: Saudi Arabia.  One that pretends to be an ally of the United States, but when it’s charitable institutions indoctrinate young people in ideas that promote terrorism.  This is not my opinion, it is the opinion of two well respected US Senators published in 2003 (Kyl and Schumer).  This article has support from various articles of the 9/11 Commission.  Schumer and Kyl submitted this article over seven years ago.  What has changed?  What have they done to improve the situation, particularly the funding of terrorism through their educational institutions? Not much has changed.   This is not my conclusion, it is the conclusion of others.

7.38pm:  Diane Joseph: Efforts to clean up the ISA have met with outright resistance, with no changes in the textbooks.  Consultants have steadfastly pronounced these textbooks clean, but no one has been able to discuss this.  Speech of a violent origin is never protected by free speech.  The academy is led by the principles of Shariah law, which is in direct violation of the US Constitution and the Virginia Constitution, but of the oaths you swore as elected officials.  No organization that holds such contempt for our laws should be allowed to lease our county property.

7.41pm:  A few rhetorical questions.  What would happen to the space if we did not rent this to the ISA?  Would the county have a plan to replace the $2.6 million?  They don’t just teach religion, they teach science and math.  Many of the people who see the children there don’t see young Americans at all.  If there are crimes, let them be investigated.  I am an atheist, so I don’t have any interest.  We are asking the government to pry open the door to Islamic beliefs.  Anti-Islamic furor has risen recently, even though it has existed since 2001.  If this were a Vatican school, there would be no outcry from the public.  And there is not Anti-Baptist Taskforce.  This is nothing more than war waged on Islam.  We are a country founded on free speech and free religion.

At this point, Supervisor Hyland is asking the public to calm down, and says so long as the heckling continues he will not be present (and has left the horseshoe).

Clearly only some voices are allowed.  Should gov’t determine what religious voices are acceptable and which ones are not?  Although I disagree with the ISA’s religious teachings, I can’t agree with the voices to silence them.  Maybe we should make a law to prevent people from using laws to get what they can’t reasonably get on their own.

7.46pm: Jerry O’Dell: By your fruits you should know them… by this reference, I ask you to incorporate all the documents and hearings received by the Fairfax BOS regarding the ISA.  Consider that the closing of this ISA would not really do enough harm to the jihadists that study in that Islamic cell.  They can very easily remove themselves to their other facility that this BOS approved….

(Just as a break, over half of the Fairfax BOS is not present.  Only five members are listening to the public.  Hudgins, Frey, Cook, Hyland, and Herrity are absent.)

7.51pm: Lynn Strobel: A representative (attorney) of the ISA.  Would like to provide some background on the property.  The ISA began leasing the property in 1988.  At the time, it was in a state of disrepair.  The ISA made a considerable investment in improving the property.  The property is in much better shape today than it was when it was originally leased to the ISA.  Current student enrollment has grown from 500 to 700, and they have two choices: limit enrollment to 500, or seek to operate two campuses.  While they are undergoing this exploration, they would like to continue using the current facility.   The issue is whether the lease should be continued and is in the best interest of Fairfax County.  The rent is not insignificant, and has increased by 5% each year.  The location will continue to be well maintained.  Lastly, this property is not desired by the County or the schools.  It is a good business decision.  Also carries a resolution from the Mount Zephyr Community Association favorable to the ISA.  Would also note that the ISA is a strong contributor to local businesses and a good neighbor to the Mount Vernon community.  I would note that staff has asked the agreement be approved.

7.55pm: Dr. Ron Schultz: Acting director of the ISA.  A Christian who has worked in Muslim countries for years.  One purpose: to extend the lease of the ISA so we can find alternative sites.  We continue to look for new sites, and will continue to do so.  ISA has challenges both internally and externally.  We have Jewish, Christians, and Muslim teachers.  Proud to be a member of staff.  The ISA is accredited, are asking to teach both middle and elementary schools.  We are a normal private school, and just like any Catholic or private school.  99% of our students graduate into higher education, primarily in the U.S.  This hearing is simply a request to extend a lease we have held since 1988.  We pay an annual rent in excess of $2 million and employ 75 employees.  None of this comes from your tax dollars and educate 750 students the county does not have to spend money upon.

7.59pm: Dave Kubalik: Employed by the ISA since 1999.  During the past 12 years, I have been involved in various items with the ISA to make it a good steward of the property.  Invests $250K annually to maintain and upgrade the facility.  Improved the gym for our students as well as local youth leagues.  We do realize Fairfax may have other uses for the property, so we will continue to look for other locations and pass the property on in a better condition.  Thank you for allowing us to lease the facility in an American-Islamic curriculum.

8.02pm: Nohal el-Ghosen: Teacher of the 8th grade since 1998.  Students are like any other students in any other school, worrying about texting, use Facebook, and know the lyrics of any other song you can imagine.  Also very involved individuals.  Every year they sponsor activities such as blood drives, visiting nursing homes, and so much more.  Raised money for Katrina and Haiti victims.  Hosted an event called “One World” as part of their A/B curriculum.  Also a member of the ISA PTC which hosts a yearly picnic.

(Appears as if the Fairfax BOS members are going in and out to eat dinner in the back, and are watching the speeches on TV, as Chairman Bulova assured us before Ms. el-Ghosen spoke)

Second son is a senior who will graduate under the A/B curriculum.  ISA has given a great education, prepared them for college, and helps them be good Americans.

8.05pm: Been living in her house for 47 years in Annadale, but there is a fear growing in Fairfax.  And it’s too bad Penny Gross isn’t here, but if you can hear me in the back, I appreciate the work you did in the park.  And that you liked my scarf, and you had attended the mosque but you couldn’t go inside because you didn’t have a mosque.  But you went inside and told them that you would protect them from us!!  Will you guys protect us?  I had a Muslim boy come up to me at a restaurant, and he tells us “I can kill you!  I can kill you!”  I’m a 72 year old widow, and I carry a cane, and I have to be afraid of my life?  I got up out of my chair and approached their mothers, and asked for an apology.  I did not get one.  Their daugthers started fiddling with my cross that says “Jesus Is Lord”.  Mother asked if I was a Christian, and I said “Yes I am.”  It’s perfectly OK in America for you to give your life to Jesus.  Musilm Mafia — read it!

8.10pm: John D.: Citizen of Fairfax.  Speaking on behalf of Beverly, my wife, and myself as concerned citizens.  Came to this meeting tonight unsure of how I would recommend how you would deal with the ISA.  You all are policy makers for our county.  You need to take seriously the renewal of this lease or any other Muslim institution.  Four questions: What do you think of the Koran, especially the Medina portions?  What do you think of Hadith?  What do you think of Shariah?  And are those three elements a complete component for a society?  Shariah is incompatible with democracy.  Hadith advocates a 7th century lifestyle.  The Medina portion of the Koran sanctions the killing of non-believers.  Moderate Muslims still accept the Koran, Hadith, and Sharia as Islam’s goal for any non-Muslim society.  Therefore, if they answer yes to these questions, I urge you not to renew the lease.  If they want to become part of American society, and want to blend in with — perhaps not all of our values — but at least our Constitutional values, then I say go ahead.

8.13pm: George Smith: Would like to apologize for informal attire.  30 year resident of Annadale, former USMC and attorney.  I am astonished that this is even considered a closed question.  It goes so contrary to the will and best interests of the people that this cannot be closed session.  This is not a First Amendment issue.  This is whether a lease to the Kingdom of Saudi Arabia will be renewed.  The Saudis don’t extend First Amendment rights.  The Constitution is not a suicide pact.  It does not require us to sow the seeds of our own destruction by allowing the teaching of Shariah contrary to our laws and constitutions.  You’ve heard from very nice people speaking on behalf of the ISA, but that is not the issue.  The issue is Saudi Arabia, the teaching of Wahabbism, and the teaching of Sharia.  This should not be subsidized or backed by the county of Fairfax, Virginia.  We live in possibly the greatest state and county in the nation.  Washington and Henry would be appalled that we would be subsidizing a foreign government that teaches the subjugation of our principles.  I cannot be too emphatic to reject this lease to the gov’t of Saudi Arabia.

8.16pm:  Tom Cranmer.  Speaking in opposition to the ISA, specifically to the danger this represents.  To continue the mosque here endangers our county, our state, and our nation.  I am an expert in Islam, studied three years in a mosque in India, traveled to every Muslim nation in the world.  Managed oil and gas construction in Iraq in ’05 and ’06.  Worked closely with the schools in Iraq, particularly in Baghdad.  Ran an essay contest entitled “What Freedom Means To Me” — Iraqis were so happy to know they were living in freedom.  Orphanages… orphans are never really part of the family, they are just sort of there.  Would you approve the lease of a Nazi organization that would approve of putting Jews in gas chambers?  Vote no.

8.19pm: I have a PHd in History and have studied the ISA enough to know that an essential part of what is being taught in this academy is a virulent anti-Semitic and an opposition to the basic principles of the United States of America.  On top of it, this ISA is being funded by the government of Saudi Arabia.  This is not a school, but a fraud.  No privileges or accommodations should be extended to this fraudulent organization.

8.21pm: Angela Jarrob: Police officer for 13 years, owns a security company that provides security for the ISA, have sent two girls to the ISA.  Daughters have never been taught to injure or kill Christians or non-Muslims.  Never have I been discouraged from being a Christian or American at ISA.  Over 50% of the staff at the ISA are non-Muslim, some have been there as long as 25 years.  They are not scared, and they have both hands and feet.   I am testifying as a parent and on behalf of my friends.  They are wonderful people who  have established one of the best schools in Virginia.

(Coincidentally, most of the BOS has returned to the room.  Chairman Bulova has not moved — gotta respect that)

Curriculum at ISA does not approve of the murder of girls or women.  I am a proud friend of the ISA.  It would be a great disservice to the students not to renew the lease.

8.24pm: Robin Ronan: New resident to Virginia, came back from Iraq one year ago.  Saw first hand the terrorism done by Iranian insurgency that we can recognize as Hezbollah and HAMAS.  Stunned at news reports from young men from Northern Virginia being recruited into Al-Habab.  Started doing research on the unbelievable amount of terror financing being done in this community.  Huge number of attempted terrorist plots being done in our country.  A large percentage of this is in Fairfax County.  Friends joke that she has moved from one terror cell to another — Iraq to Fairfax County.  You now have a problem in this county and in the eyes of the country because you have allowed no transparency in the ISA.  The German Chancellor has come out and said that this sort of accommodation does not work.  Claim Fairfax County for the United States of America.

8.27pm: Chairman Bulova closes public comment.

Supervisor Hyland has letters announcing support for the ISA (he lists several organizations).  The Mount Vernon Car Wash supports the ISA (whew! because I was really worried about that one…)  Only two points of contact in opposition, one call and one letter.

Staff recommendation is to extend the lease.  Original lease was in 1989 and confirmed.  No problems with neighbors or care of the location.  (Cries of “9/11!” from the audience)  Memo from the Fairfax County Public Schools saying they do not need the site now, but they would like to review returning the facility as part of the BRAC program.

Bulova reminds that this is a lease and not a sale, and staff confirms…

Supervisor Hyland makes a motion to approve the lease.  Seconded by Supervisor Foust.

Hyland speaking in favor of the motion, says it includes one-year extensions on the authority of the county executive.  Should that request be made, it would be in co-ordination with the Mount Vernon supervisor and the Chairman of the BOS.  Provision included to terminate the option should the BOS desire.  Would like to indicate to those here that a number of people in the Mount Vernon district support the ISA.  The ISA was able to lease this only after Hyland assembled a task force to bring the building up to code.  A school has always been the first use for that building, and if the FCPS wanted it back I would gladly give it (groans from crowd).  Other than the issue over the textbooks, and one person in jail over killing the president, the ISA has been a good neighbor for the citizens who live the closest to it.  I am not insensitive to the issues that have been raised.  The textbooks concerned me.  But this school has been a good neighbor, 99% go on to college.  I’ve met with teachers, and I ask if there are any reservations or anything I should know?  To the contrary, they do nothing but indicate their support.  ISA is part of the fabric of our Mount Vernon community.  I have a task force formed, and the continuing use of the school will be under examination.

8.39pm: Supervisor Cook asked for two pieced to be brought back to the BOS:  First, whether FCPS would be interested or had a need?  We received a partial answer to that question.  The second piece was that staff provide us a staff the feasibility of selling this property.  Could be a good location to charter schools, should reach out to Governor McDonnell to see if there is an interest.  Unfortunately, I don’t have this information, and therefore we cannot make a decision on this property.  It’s time we make a permanent decision, and move we defer the question.  Seconded by Herrity.

Hyland is not happy about that…

Hyland says we have an assessed value, but Herrity says we do not have an appraised value.  If there was a memo, no one saw it.  The supervisors in the Mount Vernon and Lee District might have an opinion on deferring this decision.  The problem is that we have a building — if the ISA is not there — we have a building that can be used for a variety of non-profit purposes.  The facility just begs to be utilized for community purposes, though maybe not as much money as the ISA would provide.  But if you survey the community, selling the property is one of the last options they would like to do.  They would prefer it be returned to FCPS and be used as a school.  I have no problem with the motion, but before we look at disposition, we need to look at whether we want to retain the building.

Herrity says this is a big decision.  If you read the lease, it effectively extends the lease for 6 months before it charges full rent, and it’s four years before it gets back to the public.  That’s a long time.  There are a lot of unanswered questions, I think we should take the time to get the answers to those questions.  (applause)  The lease doesn’t expire until June 30th, that’s a long time before we have to make a decision.  Let’s take the time to get some answers, and not rush into a decision, especially if the FCPS says they might want it back.

Supervisor McKay mentions that they would like to review the lease as well.  That’s something folks in the district have asked for some time.  There are thousands of people who live in Fairfax who are alumni of the Mount Vernon High School who would love nothing more than to return it to the FCPS.  I have advocated this for a long time that some sort of charter school would be appropriate as well, but we don’t have a magnet school for the arts in the county — this would be an ideal location.  Prepared to support delaying the motion.  But agree with Gerry that the school is good for the community.  Should we renew this lease?  No reason to believe we should, but hopes that the FCPS is serious about taking back the facility, because that’s the best use for the school.

Division of the house:  Motion to delay fails 3-7  (Frey, Cook, and Herrity in favor of deferral).

In favor of lease:  7-3 (Frey, Cook, and Herrity dissenting).

That’s it — ISA sticks around for an additional year.

UPDATE:  Clayton Medford (Fairfax County communications director) kindly informs me that Smyth voted against deferral and in favor of the lease last night.  Changes are reflected above, as it was unclear even in the mildly surprised audience whether Smyth had voted against the ISA lease renewal and in favor of the deferral.
