DC Parking Signs

What does this parking sign in front of Whole Foods on Wisconsin Ave imply to you? Atleast to me it meant that at 7:30PM I could park on the right side of this sign. WRONG. It means I owe the DC govt $30 for a parking ticket because 3 cars down there is another sign you would never think to check that says no parking in either direction.
As a student of logic you may ask yourself, “why not just have a no parking in either direction at any time sign?” This is just another example of how our lives are unnecessarily complicated by the existence of too many rules and regulations, often conflicting one another to the point where it becomes nearly impossible to understand anything the govt does. Rest assured that this is one parking ticket that will be appealed however I make no guarantees I can get DC govt to fix their misleading signs.

Good point, Amit! I hate parking in DC because of the finicky rules.
The real question is why on earth you are going to Whole Foods?
That thought had crossed my mind too, Steve.
Hey, Whole Foods has an awesome prepared foods bar and a lot of stuff you can’t find anywhere else. Sure it’s more expensive but there’s some good stuff in there. And the free samples throughout the store are worth a trip once in a while.
I hate Whole Foods as much as the next guy (only so much organic cheesy poofs and cola one can take) but in this instance I was actually going to my favorite Indian restaurant (Heritage India) for dinner.
The real problem with Whole Foods is that it is inaccurately named It should be named Whole Paycheck.
Does anyone know what the web site is that will tell us the rules of these signs? I really need to kno
UPDATE: I won the appeal but since I submitted it late I still got charge the late fee of $30 which also happened to be the cost of the ticket to begin with! Atleast I won on principle
