RPV attempting to incentivize party growth

The Republican Party of Virginia (RPV), Attorney General Bob McDonnell, and Lt. Gov. Bill Bolling have come up with a great idea to motivate local city and county GOP committees at taking a proactive approach to party growth and outreach — give them more money for achieving outreach goals.
While this is a basic free market strategy (provide incentives to those that perform well and meet or exceed goals) and is completely consistent with the conservative approach to government and life in general, there is still a more profound way to energize and motivate people to participate: have a message and a philosophy that people will believe in.
“We are calling on all Virginia Republicans to reach out to their family, friends, co-workers and neighbors to get them involved in the Republican Party,” said McDonnell. “Recent elections have made it abundantly clear that Virginia is a competitive state. To be successful in future elections we must have a Party that is robust, active, and constantly growing. Through this challenge we will grow our Party, and we will spread our positive results-oriented message that is based on our conservative principles.”
This plan is a good one, and the AG is right that there has to be a message that goes along with it.
Update: Greg has a *slightly* different opinion — but I have a feeling it’s more about politics than the actual idea.

Actually, JR, given your comments on the importance of the messasge, I would say you two are in what I like to call “violent agreement.”
Yea…I’d buy that.
If the GOp had wanted conservatives to support them then perhaps they should have voted in concert with GOP priniples instead of bringing us unconstitutional regional government and huge tax increases - and even more debt.
Let’s quibble, shall we? While the headline is “technically” correct, it’s akin to saying “Hirohito decides to go for a ride on the Missouri.” 9 months in before JohnCharlie make an effort on building grassroots? RPV if anything is the caboose in this little choo-choo, the idea being pitched to them by Bob&Bill as a necessary partner to promote the “challenge” around the state.
And those in the “know” will confirm - after patting you down for a wire - that not everybody with a key to the executive washroom on Grace street was even all that warm to the idea originally. Though the “challenge” is technically better than nothing, agree with JR that if we speak, they will come. Apologies to Kevin Costner, who owes apologies to W.P. Kinsella, among others…
Not so sure I see the wisdom in going public before a feel for the outcome can be gained…
